Bevan Slattery

Founder & CO-CEO

A serial entrepreneur, Bevan Slattery has been successfully building IT and telecommunications businesses in Australia for nearly 20 years. He has since expanded his innovations to Singapore and Hong Kong, followed by the USA and Europe.

In 2015, Bevan successfully led two of his private investments to ASX-listed status. Superloop Limited (ASX:SLC) was listed in June 2015, after an IPO that raised $17.5 million for approximately 19.4% of the company. Megaport Limited (ASX:MP1) was listed in December of the same year, raising $25 million for approximately 28.5% of the company.

Belle Lajoie

CO-CEO

Belle Lajoie is a seasoned executive and leader in the global technology and digital infrastructure sector, renowned for driving commercial strategy, scaling high-growth ventures, and building world-class teams. With over 18 years of experience across cloud, connectivity, and digital marketplace businesses, Belle combines strategic vision with operational excellence to deliver impactful results.

Belle currently serves as Co-CEO at SUBCO, where she works alongside Co-CEO Bevan to advance hyperscale subsea and terrestrial connectivity projects, including major initiatives to expand regional digital infrastructure and fibre networks. In this role she focuses on strategy execution, asset monetisation, and driving organisational growth.

Before SUBCO, Belle spent six years at Megaport, a global software-defined networking leader, where she was a founding executive and ultimately served as Chief Commercial Officer. She played a key role in driving global sales strategy, business development, channel partnerships and market expansion, helping to scale the business from a startup into a global enterprise.

Belle has also held strategic commercial and channel leadership positions at industry-leading organisations including NEXTDC and PIPE Networks, and has served as a Non-Executive Director at tech companies such as intelliHR. Her career reflects a deep commitment to innovation, customer value creation, and leadership in complex, fast-evolving markets.

Belle is based in Brisbane, Queensland, and is recognised for her influence and impact across the Asia-Pacific technology ecosystem.

Phil Hicks SUBCO CFO

PHIL HICKS

Chief Financial Officer

Phil Hicks joined SUBCO as Chief Financial Officer in August 2025 and has over 30 years of finance experience across a range of sectors including infrastructure, energy, mining, technology, financial and professional services.

Following his early career in Chartered Accounting with KPMG and Ernst & Young, Phil has spent the past 25 years working in capital markets, corporate advisory and C-suite roles specialising in securing funding for and financial management of high-growth and capital-intensive businesses.

As the Head of Corporate Finance at Wilson HTM (a national capital markets business), Phil raised over $2bn in equity funding for ASX-listed companies and led numerous IPO’s and M&A transactions.

More recently Phil has held CFO and Commercial roles with ASX-listed Comet Ridge Limited (ASX: COI) and Metarock Group Limited (ASX: MYE).

Phil is a Chartered Accountant and Fellow of the Financial Services Institute of Australia (FINSIA).

Josh.munro

JOSH MUNRO

CHIEF COMMERCIAL OFFICER

Josh Munro is an accomplished Chief Commercial Officer with a strong track record in driving commercial success and strategic growth across various high-profile organizations. Since September 2023, he has been the Chief Commercial Officer, where he spearheads commercial strategies.

Prior to SUBCO, Josh was the Chief Commercial Officer at FiberSense from August 2021 to August 2023, enhancing market presence and operational efficiencies. His seven-year tenure at Megaport included roles such as interim Chief Commercial Officer, Executive Vice President – APAC, Head of Sales – APAC, and Channel Director – APAC, where he drove revenue growth and expanded the company’s footprint in the Asia-Pacific region.

Earlier in his career, Josh excelled at AAPT, managing a substantial portfolio as a Product Manager and leading significant revenue growth and market share expansion. His career foundation includes analytical and managerial roles, equipping him with a comprehensive understanding of the telecommunications and technology sectors.

Josh Munro’s career is marked by his ability to drive profitability, foster innovation, and lead high-performing teams, making a significant impact in the industry.

Andrew Leong

Chief Technology Officer and Chief Operating Officer

Andrew brings more than 25 years of experience in building and scaling global networks, combining deep technical expertise with web-scale software innovation and automation to optimise some of the world’s most complex systems.

As CTO and Executive General Manager of Artificial Intelligence at nbn co, Andrew led the technology and architecture strategy defining the future of the nbn network, overseeing all aspects of network and security architecture, research and standards partnerships, automation, and the development of an in-house genAI platform grounded in a Responsible AI policy.

Prior to this, Andrew was based in Silicon Valley, California where he was Meta’s Global Group Engineering Manager leading the research, design and delivery of highly scalable and reliable backbone network solutions to connect Meta’s Datacenters to over 4 Billion global users.

Andrew has degrees in Electrical Engineering (Hon) and Finance from the University of Melbourne, Australia and is constantly active in driving industry research and has even achieved a Guinness World Record for building the world’s longest terrestrial optical link.

Rob Sinni

General counsel

As General Counsel, Rob leads SUBCO’s legal and governance functions. He has worked across the legal teams at Soda and SUBCO for the past five years, stepping into the General Counsel role in October 2025. Rob provides legal oversight for the construction of the new SMAP cable and advises on the operation of SUBCO’s existing networks.

Before joining SUBCO, Rob was a lawyer in the Corporate Advisory team at Gilbert + Tobin, where he advised on major transactions including IOOF’s $975 million acquisition of ANZ’s OnePath business and Spotless’ defence of a $1.2 billion hostile takeover bid by Downer EDI. He also previously worked in-house at AusNet.

Rob holds a Bachelor of Laws (Honours) and a Bachelor of Commerce (Finance) from Monash University and was admitted to practice in Victoria in 2014.

Lee.harper

LEE HARPER

EXECUTIVE DIRECTOR

Lee is responsible for overseeing the design, construction, implementation and operation of SUBCO’s telecommunications infrastructure.

Prior to joining SUBCO, Lee was employed as the Chief Network Architect for SubPartners, within this role he functioned as the INDIGO West and Central Procurement Group Chairman and managed the technical aspects of the INDIGO cable system delivery from project conception to completion of ship loading.

Before SubPartners, Lee was the manager for TPG Telecom’s Network engineering division where he was responsible for managing the Transmission, Voice and Data engineering teams. Lee was also part of the project team that delivered the PPC-1 cable system connecting Sydney to Guam in 2009.

With over 20 years global telecoms industry experience, most of which have been in operations and engineering leadership positions Lee’s career history demonstrates extensive telecommunications network system engineering and operations experience.

Carlos.trujillo

Carlos Trujillo

Executive Director

Carlos is responsible for commercial decisions and management. He has worked with major tier 1 carriers in the United States, Europe and throughout Asia, and previously the Director of International Planning at Telstra before joining Subpartners. He joined Subpartners in 2012 as Commercial Director, going on to become General Manager in 2014.

Carlos’ experience includes the delivery of significant submarine infrastructure projects including the Telstra Endeavour Project, where he drove the project from business case development to commercial and operational execution.

Additionally, during his tenure at Telstra, Carlos represented Telstra’s investment interests in the Asia America’s Gateway Consortium Cable as both the Chairman of the Management Committee and the Commercial Working Group.

During Carlos’s time at SubPartners / SUBCO he has represented the organisations as Chief Commercial Officer for the Indigo, OAC and SMAP projects.

Carlos has worked in telecommunications for 35 years, nine of those years in multiple operational roles at Telstra. Carlos holds a Bachelor of Science in Electrical Engineering and an Executive MBA.
